Filming began on July 8, 2021, in Cardiff, Wales, positioning "Havoc" as one of the most significant productions in the region. Filming locations included the Barry Island Pleasure Park and Swansea's Brangwyn Hall, with production wrapping up on October 22, 2021.

 

Director Gareth Evans, later indicated the necessity for reshoots, which faced delays due to scheduling conflicts and the SAG-AFTRA strike. In July 2024, Evans confirmed the completion of these reshoots, setting the stage for the film's 2025 release.
